Highlands Ranch is under the jurisdiction of Douglas County. The Highlands Ranch Metropolitan District (HRMD) provides municipal services including water and sewage treatment, parks and trails development, arterial landscaping and maintenance, and arterial highway construction. The Douglas County Sheriff’s Office provides law enforcement to Highlands Ranch, and the Metro District has established fire and emergency services through an intergovernmental agreement with the city of Littleton. There are three fire stations serving Highlands Ranch, two of which are within the community. Highlands Ranch is a covenant controlled community with an active homeowners association, the Highlands Ranch Community Association (HRCA). The HRCA oversees architectural control, covenant enforcement, and operates and maintains the community recreation centers. Douglas County has always placed a strong emphasis on quality schools and education. Highlands Ranch is currently served by 17 public elementary schools, four middle schools, and four senior high schools within the highly acclaimed Douglas County School District. In addition to these public schools, residents may also choose to send their children to several private schools including Highlands Ranch Christian School, Cherry Hills Community Church, or Valor Christian High School. Highlands Ranch is also conveniently located to a number of higher and continuing education opportunities which include Arapahoe Community College, Metro State College, the University of Colorado-Denver Campus, and the University of Denver.
